 Spectrum Behavioral Health proudly announces the newest member of our team; Akira Otani, Ed.D., A.B.P.H. Dr. Otani joins Spectrum, having recently been with the Counseling Center at the University of Maryland, College Park. Having spent his childhood in Osaka, Japan, he is fluent in both the English and Japanese languages. He is a diplomate of the American Board of Psychological Hypnosis. We are very proud to introduce him as a qualified member to our outstanding team and excited to welcome him in both offices. He is available to accept new patients immediately.

Raymond D Mosko is a licensed psychologist in Maryland and was formerly licensed in Wisconsin and Delaware (retiring in good standing from both in 2005).

Dr Mosko has a very eclectic work background spanning over four decades. In the early and middle 1960s he was a city police officer and an assistant professor at the University of New Haven (Connecticut). From 1972 until 1990 he was the coordinator of a police science program and the director of a regional police academy at NCTC in Wausau, WI. During this time he also served as a jail counselor/police psychologist, and he was in private practice as a psychologist in Wausau and Milwaukee.

Before retiring in 2002, Dr. Mosko was a clinical psychologist with Constellation Energy (BGE). He has been an expert witness in county, state and the federal court systems and has been a consultant to public and private sector organizations for over forty years. He has attended and or has degrees from Columbia University, University of Bridgeport, Florida State University, New York University, the University of Wisconsin and Marquette University.

Dr. Mosko is a past member of the Maryland and American Psychological Associations. He is an avid open water kayaker and a doting father of three adult children and six grandchildren.
