 Spectrum Behavioral Health proudly announces the newest member of our team; Akira Otani, Ed.D., A.B.P.H. Dr. Otani joins Spectrum, having recently been with the Counseling Center at the University of Maryland, College Park. Having spent his childhood in Osaka, Japan, he is fluent in both the English and Japanese languages. He is a diplomate of the American Board of Psychological Hypnosis. We are very proud to introduce him as a qualified member to our outstanding team and excited to welcome him in both offices. He is available to accept new patients immediately.
Michael M. Milgraum, Esq., Ph.D. (Arnold and Annapolis Offices), is both a licensed psychologist (Maryland and Virginia) and an attorney (Maryland and D.C.). He earned his Ph.D. in Clinical Psychology/Behavioral Medicine at the University of Maryland, Baltimore County and his law degree from the University of Virginia.

Dr. Milgraum has worked in a variety of settings, including special education schools, residential treatment centers, outpatient assessment and treatment centers, hospitals, a domestic violence center and The Medical Office of the Baltimore City Circuit Court. He provides services to children, adults and families. These services include divorce mediation, psychoeducational evaluations, psychotherapy (individual, couple, family and group), parent consultation, forensic assessments, stress management and biofeedback.

Dr. Milgraum draws on both behavioral- and insight-based approaches, as needed, to facilitate change. He is a member of the Association for Conflict Resolution and has received advanced training in mediation.
